There is so much corruption and sleaze in the United Nations that it really has no more fair-minded or equitable enthusiasts – except perhaps Ted Turner and those within the organization that are profiting from the internal corruption and sleaze.
They have become the world’s administrator for acquiring, holding and distributing funds relative to climate change. These internal organizations are:
Green Climate Fund (CGF);
Least Developed Countries Fund (LDCF);
Special Climate Change Fund (SCCF); and
Adaptation Fund (AF).
Accounting for acquiring money is simple – they are all commitments made by governments in developed countries. There is difficulty in evaluating the fund’s disbursement practices. Reuters and Big Local News, a data-gathering project of Stanford University, has tried. The system lacks transparency, accountability, and responsibility. Significant portions of the funds went to advocate scientists” including university professors, researchers, and government officials focused on climate finance with “little or no direct connection to climate change.”
In an examination by CARE Denmark, they discovered that “55% of the climate finance is actually ‘rebadged’ development finance.” “Rebadging” in this case, would be modifying the name of a climate change distribution to make it appear legitimate. As the linked research study states, Mark Joven, the Philippines Department of Finance undersecretary, with a degree of sarcasm, said “Essentially, whatever they call climate finance is climate finance.”
Further recipients of the funds are not required to report details for any climate change project, and the United Nations has no mechanism or audit function. So, whether the money goes to a genuine project or into the treasury of a ruthless, greedy dictator who is to know?
In assessing the report, it matters not that evidence of climate change caused a loss or damage claim. It may be typical weather conditions, such as a location prone to flooding for centuries, a conversion in land use or application, or simply, inadequate forest management. Irrespective funding to developing countries goes out freely.
Some of the obligatory contributions from developed countries are scandalous as well. Japan claimed a large portion of its commitment by funding four coal plants - one in Bangladesh and Vietnam and two in Indonesia. They also classified $776 million in airport expansion as a climate change contribution.
The United States sent $19.5 million to developers of a Marriott hotel franchise in Cap-Haitien, Haiti. The climate affiliation was that the facility was built on a hill, so it was not in danger of sea-level rise. Reuters who investigated these and other ‘greenwashing’ claims only did so for a short period and small value of contributions.
